First thing: separate them, see which one, if any is laying eggs.
Second, post pics, and closely observe them to see if they both have male behavior. The simplest (though most boring) explanation is that one of them is female but resembles a male. Have they been with known females before now? Because I don't think a quail would just start laying after not laying for most of its life, and you mentioned that they're old.
