WHAT THE HECK!!!!!!!

Gender is a thing only found in humans, animals don't have the concept. You may or may not have an intersex button quail.
First thing: separate them, see which one, if any is laying eggs.
Second, post pics, and closely observe them to see if they both have male behavior. The simplest (though most boring) explanation is that one of them is female but resembles a male. Have they been with known females before now? Because I don't think a quail would just start laying after not laying for most of its life, and you mentioned that they're old.

they are only a couple months old, it was raised by it mother? And had a sister?
 
Are you not able to take photos of them, or are you having trouble getting the photos uploaded? One easy thing is to upload them to the Imgur website and link it, if you're using a phone. If you're on a computer, you should be able to link them directly. Save the photos onto your computer, then, on the bar of various icons above the reply text box, look for the one that says "photos" when you hover over it. 7th from the left. Click on that, and use it to upload the photos.
