What to do with 2 roosters

Well, lots of things. Eat them, give them away, build a whole new coop and run to keep them in, etc. I guess it depends what you want to do. If they are hurting your hens then they definitely shouldn't be staying with them.

What do you mean by pecking? Attacking them?

How old are they? How many females and their age? How much space do they have between coop and run?

They are hurting them

If they're injuring them, then they need to split away from them. From their age, it sounds as though they're just coming into their hormones, and they can be a bit rough when trying to mate the hens, but if they are causing actual injury, you need to keep them away from the hens.

I have 3 meat hens and 14 laying hens

The females run everytime they get near them.
For that age that's not too crazy.

Like @Pyxis said could just be exploring hormones. Lots of times the cockerels are ready to mate before the pullets are ready to let them.

Are there actual signs of physical abuse on your hens? If not I'd say there's no real problem.
