What to do with this litter?

thank you all for your help. the cage has a slanted roof and a solid back, but the additional run we purchased is just wire on a frame and it rained so hard the water had no place to go but run under it. it is on concrete right now in a temporary sheltered place on our patio but when we move it to the garden there will be dirt on the floor, but they have an upstairs loft where it is warm and dry as we have a heat lamp upstairs. i ended up bringing them back inside until the weather changes and it gets warmer. i worry about them and want to take care of them. what do i put on the dirt floor when we move it to the garden? I have fine shavings on the bottom on the concrete and that is what just absorbed the constant rain. I did put a tarp over it but there was just too much water and the concrete patio has a tiny slope for runoff and it just ran through their cage. It is drying out now but if they were in the garden they would be wading in mud. should i put straw or gravel or something in the bottom and cover the extension top with some shingles like the roof of their cage or leave the top uncovered. any help is so much appreciated. thank you, annie
