If you paid with Pay Pal you should not be out the money. It is fairly simple to report the problem, and Pay Pal is very good about refunding you the money. At this point with the tracking number just now showing up and the poor communication of the seller I think I would still try one more time trying to contacting the seller, and seeing if they will make the sale right by shipping fresh eggs. I know that if I had been the seller I would have been trying to explain what was going on, and trying to make things better. Nothing could have change the weather conditions, and anything that you bought from the seller would have been delayed by the weather. So that can't be blamed on the seller. But the delay in the shipping method, and the lack of communication is a seller problem. Give them a chance to make it right, and if you still don't have any better information about a resolution, when contact Pay Pal, and report that the sale was for time sensitive items and that they are no longer of any value.
I hope you get your refund. If it had been me as the seller and I was buried under a ton of snow, I would have been letting you know what was happing as soon as possible. The seller should have also taken into account that the system was going to be backed up because of the weather delays. So she should have delayed the eggs from her end even further. I know that this is not what you wanted, but still I would rather send you eggs that will most likely hatch, than ones that will not hatch.
Also FedEx packages are automatically insured for a minimum of a hundred dollars so you could always try a claim against them for the delayed shipping.
