What type of feeder and waterer should I make/buy to use outside in windy/rainy location?

Since I have a small 4x4 coop people have suggested that i keep the food and water outside in the run.

I really like the idea of a pvc feeder and nipple waterer. But the area we live in gets a lot of wind and heavy rain, I worry that the feeder will get full of water. How do i keep it dry?

In the winter the temps are in the single digits to teens. Which means the water will freeze without a heater. Is it ok to switch between a nipple waterer during warm weather and a standard galvanized heated waterer when it's freezing out?

you can make one of these for winter then you don't need to swap out the feeder types:

I've used a version of this for 2winters now and no problems with it besides some water leakage from the nipples.
