what type should i buy?

It depends on what you are looking for. If you are looking for a finch like bird that is more of a looker, the Chinese blue Breasted "Button" Quail would be your choice. They are the smallest quail in the world.

If you are looking for a dual purpose easy go lucky quail, the Coturnix is a good choice. They come in many varieties and colors and are very friendly. Almost a mini chicken in personality.

Bobwhites, Valley Quail, Bluescale are more exotic quail and are flighty but enjoyable as well.

You would have to check if you need a permit for housing 50 or more quail depending on your location. In FL we have to get a Gamefarm license if we have 50 or more bobwhites or Coturnix. Buttons count in a different category and the warden doesn't even bother with them.

Mallards need a permit and I believe Muscovy

Depends on the state. We can have Mallards in Montana. Come to think of it, as long as we don't put them into the wild, a lot of birds are allowed.
