Use a qtip or your finger and wipe a thin amount of Vaseline on that membrane. It will turn transparent.

You are going to have to wait for some of those vessels to recede. At least the spider web type ones. At least he is in good position, it appears. You may have to eventually pierce the membrane, just a small slit at his bill, for breathing. Just be especially careful not to break a blood vessel.
