It sounds like there is not much you can do. If she is disagreeable, no sense involving yourselves with her. Definitely report it since she is negligent at this point. Look up your chicken laws so you can say over the phone which laws they are breaking and that you are of course concerned for the chicken's welfare. In our chicken ordinance, it mentions they must have access to water at all times and must be fed. It also mentions the coop must be cleaned and maintained regularly and you shouldn't be able to smell the chickens in the next yard over.

I know a person like that and she won't listen to anything. She put out a buffet of all human foods for her birds. She also makes the dog a steak with onions and garlic. I have read neither is good for them.

When her birds die off, she always blames the breeder. The dog is about 3 times wider than he is tall ( pekingese x toy poodle).He is always panting even in cold weather. I suggested he needed to lose some weight. He's 40 lbs. She said the vet doesn't think he's overweight. I told her to get a different vet.

She's in her 80's but did admit to me she's had a lot of (house)chickens over the years and they didn't live long. Duh!!
 
Thanks everyone, I am at my wits end. I feel so sad for these poor chooks. I will make a call to RSPCA and report it. Also to the local council. Very sad situation. I keep praying for them. Even death would seem better for them to suffer from neglect

Grrr I get too angry at this kind of thing. Poor creatures.
