I have never had my quail pile up in corners but then I have never had more than 22 in the brooder at one time. I feed mine chick starter to begin with and then laying mash. They do just fine with the laying mash though some who have never tried it will disagree with me here. I have mine in 4ft x 18 in cages, about 8 to a cage. They are quite hardy, lay like crazy but don't set their own eggs.
