I would use a cattle fence with two rows of barbed wire fence at the top.

If you go to the tractor supply company web page you can see the different choices of fencing and down along the right side of that site, they have a fence calculator - it will help you find out how many posts and how much fence you will need for your project.

In my experience with calves and cows, I would suggest wood or pipe fencing to be sure that they would not get out. You could use 4-6 16' farm gates and get a nice strong pen.

I live on about an acre and a half and have 10 chickens, 2 pygmy goats, and 4 horses so you can for sure have some goaties on an acre. I love my pygmies because they are just about the cutest things ever, they're bursting with personality!
