What's Going on With This Pigeon?

Two thoughts: vitamin A deficiency can cause hyperkeratosis. Diet levels may be ok but sometimes, some breeds, genetically the bird cannot use it as efficiently (like zinc deficiency in arctic breeds). Two, maybe they are like the caruncles of Muscovy ducks? I would ask the breeder and do more research.
 
So I was considering buying a pair of pigeons from someone, and then I noticed this pigeon:
I agree with your observations about the eye and cere. I am not a fan of a lot of fancy pigeons especially those with short beaks such as this guy.
What we are seeing may even be genetic or signs of old age. The head and feet of a pigeon are areas I can guestimate the age of a bird. It comes with experience when handling different generations of birds in your flock. I am personally at a loss to tell you what is going on with this bird. Even with a first hand handling of it I may still come up blank.
I would cross this one off your list of purchases regardless.
