What's the best 'bedding' to put on the floor in my shed.

My shed has enough windows and holes for ventilation, it just seems whatever I use my shed becomes dusty overtime, and I do clean it out regular.
I've tried stable dry, which is like big flakes of wood. - this became to dusty and they actually started eating it.
Wood shavings- these became more like a slab of concrete and didn't stay fluffy, also became smelly!
I've now tried sand and it's been in about 3 week, and it isn't working for me, this has to beame like a slab of concrete, and looks horrible and smells disgusting!
I wanted to try scoop the poo out every other day, but I want something on the floor as some kind of flooring instead of just wood, or am I best without anything?
 
Regardless it's going to smell if you don't clean it on a regular basis...bare wood, it'll soak in and smell no matter what....your best bet is vinyl/linoleum or
concrete...
