Depends on the Breed,
Barring as in the Barred Rock, Dominique and Cuckoo patterned breeds (Cuckoo is considered " "Irregular" or "Smutty" Barring) is Dominate sex-linked with the restriction of Black pigment in the bars.
Barring as in the Hamburg and Campine is a Recessive Autosomal (non-sex-linked)
