whats the problem with my quails?

I got a dozen of quails from the store they are cortnix quails i have noticed that under their wings they dont have feathers just a few. Any one knows why pls? Is it bcs they were in bad conditions?

Most birds aren't completely feathered under their wings. Coturnix are no exception.

Under the wing is the last place to completely feather out too.... Could be they are just young yet....
