What's wrong with his legs?

What about DE? I noticed a few of my young birds nibbling at their legs so I was planning on putting DE all over their coop, roost and where they dust bathe. Will this fix it or do I still have to oil their legs? I have 37 of them and the ones I noticed nibbling at their legs are especially flighty.....

Use the oil. DE won`t do it.......Pop​
