One of my 31/2 yo hens has this going on with her "rump". she acts fine no appearant ill effect but what is going on?

Since she's behaving normally, it is probably a very large fat deposit. However, it can signal reproductive infection, and fatty liver since there's likely more fat inside of her. Is she fed a lot of corn?
 
That would account for her "baggage". Scratch is practically all carbs, like a steady diet of candy to the detriment of a balanced diet of protein and minerals and vitamins. This hen may have a slow metabolism on top of everything. That large fat deposit can interfere with laying and she may be more prone to egg binding. Her life expectancy is going to be cut short one way or another. Ascites from liver disease will likely be one of the next issues she has unless you cut back drastically on the scratch and promote a good diet of mainly a balanced commercial feed. Scratch shouldn't be given more than a couple times a week and only a few tablespoons for each chicken.
