Whats wrong with my peacock!!!

My peacock has a strange yellow like mucas around his eye and nose, it is swollen and he opene his mouth as if a was gasping every so often. I suspect it is a respitory infection but I really hope it isn't since I heard once they have it, it will never go away. What should I do to help him! Thank you all in advance

I do have some antibiotics they are doxycycline mixed with tylosin powder and pure tylosin powder for their water and unfortunately I don't know of any vets that will take in birds near me
