When are eggs safe to incubate/stops being a 'pullet/new' egg?

Chickens have been bred over thousands of years. Some have been bred for meat some have been bred for eggs. The broody instinct has been bred out of laying strains to be more productive. This is domesticating.
I don't believe the broody instinct has been intentionally "bred out", it's a result of unintentionally not being "bred in" by continous artificial incubation with no thought of the consequences.

It has been intentionally bred out in egg laying breeds. When a bird goes broody they don't lay any eggs. In productive strains they need their birds to lay as many eggs as possible. Their for the broodiness needs to be and is bred out.
