When can featherless baby chicks go outside

I have 9, seven-week old chicks who don't have all their feathers due to their previous living situation. They are quickly growing them back though but I'm wondering when can they go outside? Do I need to wait until all their feathers grow back? They are growing tired of their smaller living situation but I also don't want to rush them out. Thank you in advance!

If you live in the United States and live in the northern area, I suggest you wait until their feathers grow back or else they might freeze to death. If you live in the South, I would still wait but not as long to take them outside. If their feathers hadn’t grow from January to February, I would keep them inside for a while. But a location would help. ;)
