When can my ducks swim freely in my canal?

Is their any way you could move the pen so the other Ducks from the Canal cant come to harass them?
Set them up like pet Ducks with their kiddie pool and run?
They are so young...Next spring they will be mature and way more confident....Then try again to let them out on the Canal....

I pulled up the ramp so the other ducks cant come up from out of the canal. They are happy for now.
