When can young coturnix go outside?

My quails are outgrowing the brooder pretty fast. They are nearing 3 weeks old. Almost fully feathered but still not fully there yet. I'm in Florida and it doesn't get that cold here. The coldest day so far was around 42? Between 3-4 weeks they should be able to tolerate being out in that right? It's not that cold often either. Most nights in the 60s.

Yes you should be able to put them outside at 3-5 weeks old
 
At those temps, they should be fine outside. Just make sure they're dry, out of the wind, and have shelters to hide in.
Yeah I built their cage up against the back side of my house and have both ends closed off with sand pits. I may need to cover the top though.. I will see how it goes.
 
We already have hawks because of the chickens.. and my neighbors chickens lol we have a family of hawks that live here but my rooster keeps a pretty good handle on things. There is already a slant roof over the top of the quail cage but it's got hardware cloth and no solid cover immediately over their head. I was thinking maybe with wind then I should put a solid cover above their hardware cloth to block any wind. I can remove it in the summer when it is sweltering.

I’m wondering the same thing here in Siberia! It will be nice this week with temps around 40! I put some 4 week old birds out in the garage with a small heat lamp and they did fine, could you send some of that tropical sun up this direction!
