When is enough enough?

My Indian runner duck has made a nest and has randomly sat in the nest for a while but there is now 20 eggs in there and she is still not sitting on it full time. She moves the eggs around and keeps laying in the nest. Before she created this nest she would lay all over. I do date the eggs daily to keep track but I am concerned that she is not fully in touch with her mothering instincts. Any thoughts, concerns, or helpful comments are welcome. We are new to all of this.

Candle them with a flashlight. If they are growing leave them be and if not I would toss any eggs over 2 weeks old especially if it's hot where you live. Nothing is worse than a bad egg that's been cooked by warm weather.
 
My Indian Runners have never shown an interest in brooding. My girls actually came from brooding mamas but mine at 5 yrs old have never shown any interest. I don't think many Runners have that built into them. Like was mentioned candle, but if she hasn't been on the eggs probably not anything alive.
