When is outside time?

So my quail ate 2 weeks old. And growing super fast. I'm thinking as soon as I can ill move them into the outside hutch with a heat source either the light bulb they have or a brooder heat plate i have. When would i be able to move them? And would it be better to stick with the light as thats what they are used to?

Here is the cage and quail. Cage/hutch is sheltered under a lean to/ shed i can move it so gets lots of sun during day too.
