When is the best time to get chicks?

So the batch of new chicks I’m getting will arrive around the end of July to August. I’m thinking that by the time I should introduce them to being outside/ putting them in the coop it will be colder out. Being that I live in New York, is it a smart idea to get chicks around that time or should I wait till spring?

It's fine they will adjust to the temps and can be put outside well before winter comes.
 
I got my latest batch of chicks (Barred Rocks) last August 17. 20180817_184228-2.jpg

Barred Rocks are a heavy duel purpose breed and Grow quickly.
They started to lay in January.
The only problem I had was collecting the small eggs before they froze. 20190121_094847.jpg

There's no wrong time. If it's getting colder out, just put a heat lamp in the coop. Chickens are tough.
Heat lamp in a coup is a very risky adventure. It could start a fire if knocked down or fell and two if the coup is not ventilated well it too much moisture. If they are fully feathered and you acclimate the slowly several hours a day. about a week they will be fine with no heat.
 
Take a piece of hardware cloth make a tent put a electric heating blanket no auto shutoff please let them go under if the need heat wire tent can be adjusted for height as they grow when they grow to have feathers do not need heat below 50 degrees
