When Should A Drake Get Curled Tail Feathers

I have a drake that is 17 weeks old, but he does not have curled tail feathers yet. I know he is a drake because he sounds just like my drakes with curled tail feathers. When are drakes supposed to get curled tail feathers?

Sometimes it takes 7 months or so.

What breed is he?
If fairly young, it should develop around 3-4 months.
If older, it's possible he shed it during a molt and hasn't grown a new one yet. Then it can take another 3-4 months
