when should I be concerned about duck eggs not hatching?

My duck was sitting on her eggs, she had around 15 there. 9 hatched 5 died halfway during the process and 2 remained. She had been there for about a month so I decided to grab those 2 eggs and investigate them. The first one was a duck that was dead and the other was rotten and exploded when I cracked it.

I would say around 3 and a half weeks.

I had two due today one hatched and the other has not even internally pipped yet but there was movement in the egg
