when should i give up and turn the bator off and throw eggs out?

Just take your time, hopefully he is still moving...

should i take him all the way out? once out if he's still alive do i put him back in the bator till he's dry or in the brooder?

he's still completely in the membrane,hasn't internally pipped, i should remove the membrane?
 
Ok, lets try poking a small, small hole so he can breath a little. Don't peel the membrane off just poke a little hole, enough for him to breath then stick him back in with a warm wet paper towel or something to cover him, Will give him a few minutes to see if he makes any progress on his own..
 
he's probably to weak, to get out, that's why getting most of the hard shell off would really help, just have him covered in the membrane with a little hole for him to breathe.. but you have to keep a warm wet towel or cloth on him..
