When to assist??!!

Hey everyone, so we have an egg that pipped AT LEAST 24 hrs ago maybe a few more, and it partially zipped just a little less than that, it hasn't even tried to finish zipping, or hatching, it tweets every once and a while, and it may wiggle, but that's about it, the membrane is a nasty yellow, so I was wondering when is it best to assist?!?
