when to give crack corn?

I think you could give them scratch as early as a couple of weeks, but most advise against it. There is already corn in your starter I'm sure.

I only give scratch in cold weather because it helps to increase body heat. It's essentially chicken candy, and shouldn't be a major part of the diet ever.

Make sure they're getting grit before feeding any whole grains.
 
I would not give them cracked corn until they are on the ground. If you'll be feeding ordinary layer ration then I'd only give about half a handful per bird per day. The protein content of layer ration is pretty borderline. If the birds will be free-ranging you can give more. If confined in a yard or pen keep it to a half handful.

For in the brooder I prefer to use rolled oats like from the grocery. A little sprinkled over the brooder bedding will encourage them to keep it turned up and fluffy.

I don't usually supply cracked corn to growing chicks. It's just like candy, you see, so they really don't need it. I use it during the colder months for the adult chickens, just before bed because it helps keep their body temps up.
