When to move to pen?

I have 12 bobwhite quails that are probably close to 5 weeks now, when can I move them outside? I live in more southern New York, it's still in the 30s some nights and ranging from the 40s to 60s during the day. I just took them off the heat lamp yesterday, mainly because I have coturnix chicks that just started hatching . I know they can't be penned in with the bobwhites, but when can they be moved outside also? This is my first time with quails, Im still trying to learn what I'm doing.

I put my hatching of this autumn outside beginning November, as we had in Germany 8 to -5°C [46 to 23°F], at in the 5th week (Cotunix Japonica).

Only backdraft was, that they started laying eggs not until the 14th week.
But they are strong and healthy.
