From having a parrot and previously speaking with other owners and on forums, the general consensus was that parrots could be potty trained to favor going in certain places, and on command, however if startled for any reason they will evacuate their bowels wherever they are. I know from having quail that anything at all startles them, and I never see it coming, dog jumps near pen no response, 3 secs later a leaf moves in the breeze and 8 quail are panicking lol. Yesterday I sneezed and one laid an egg and pooped.
if you want to try, I would say start right away, as early as possible, just reward when they potty and say the command you want.
