Well, last year my pekins and rouens started laying in mid February I thought this was totally insane and I thought that it was just never gonna happen again. When should try start laying normally?

How old are they and when did they stop laying?
Not knowing that, I'd say they'll start up again about the same time as last year or March at the latest.
If you want eggs sooner you could add a few hours of light and they'll start after about 3 weeks.

I have 3 year and a half olds and 3 six month olds. I hope they start laying in mid februay I really need them too! I have so many people wanting eggs!
