Where Are My EGGS???

Okay, 19 week old chickens and still nothing! Out of 9 chickens! I'ts not even the eggs I'm that worried about. It's the combs. All three of My RIR's have absolutley no comb at all. however, there wattles are a deep, dark red. Their new hatched chick-like combs are light, light pink. All of my 5 EE's Have a bit more comb than the RIR's. there is only one chicken that has a reddish/ pink comb. The rest are very light pink, and one still even has a yellow comb! I recently got a 3 month old barred rock, and it's comb is bigger than the 19 week olds! What is wrong? they are still on grower feed, have all the scraps they want, and can have access to plants. Ideas??
