Where can I buy Isbar chickens?

Isbar's name has changed to "Silverudd's Blue", so you might find some places use one name, or both.

It'll depend on where you live. They're more common than they used to be, but I mostly see small breeders and hobby farmers advertising them.

Your profile doesn't say where you live. If you're in the states, looks like Greenfire Farms, Alchemist farms, and Cackle Hatchery each advertise them. (I have not purchased from any of these)
Edit**apologies, seems cackle is not currently selling them.

You can also check ebay for hatching eggs. Highly recommend only picking places that are "NPIP" as they have to have health tested stock, and can legally ship (eggs)
