Agree with others, Craigslist, FB, asking your vet. I am really surprised the local shelters are insistent on those two things, being as overrun as they are with cats and kittens. I'm familiar with your area and I have seen alot of pleas for adoption and donations from shelters in your area on the Indianapolis news.
I'm disappointed in my local cat rescue as well. When I moved to my current residence, (18 acres out in the country with a lot of woods and some old farm buildings) I was looking to get a few barn cats to keep the mice population down. I contacted the local cat rescue, and they would not let me adopt any of their cats because they want all their cats to have inside homes! They acted like me wanting outside cats was a sin! This same group pleads on facebook daily asking for monetary donations, supplies, foster homes and adoptions. I quit donating to them. I grew up on a farm and you cannot live out in the country without cats - you would be overrun by mice and rats. I don't know what fantasy world the owner of the rescue grew up in.
