Reminds me of the Lion from Wizard of Oz.

Something got ahold of her and broke her spine. It looks like she either got hung up by her tail, or she was grabbed by the tail.
She can't move her tail, so it'll have to be removed, but there's hope for her legs because she has feeling and slight movement down there, so if I can help her regain some mobility then she'll be a house kitty, but if she can't use her legs to get in the litter box she'll have to be put down.

Poor thing. Isn't it possible she'll eventually get use of her tail too, with time?

Doesn't look like that will happen. It's completely limp, and she has no feeling in it, unlike most of her toes except for one.
