That's a rooster. The well defined pink comb, the stance, the thick legs, and the appearance of the feathers around the tail say it all. Some roos take a long time to crow(I have one that didn't crow until it was over 20 weeks), so this shouldn't be used as a way to sex the bird.

No, not necessarily. My own Easter Egger rooster I just gave away wasn't crowing at all at 15 weeks. My black Ameraucana rooster I sold years ago did not crow until 15 weeks, either.
 
My EE roo is multicolored and his comb is just like that (more red tho lol) the second is totally a hen mine looks just like that too!

That's definitely a cockerel. A huge red comb like that on a pea-combed breed at that age? Yup.
