White Leghorn Gender?

I have three 18 week old white leghorns. I ordered all as hens from MPC.com. They all looked the same until just recently. Their combs and waddles have changed. I have heard it my be a sign they are getting ready to start laying. But I am also wondering if I have a Roo, maybe two. Their combs and waddles were small and pale until last week. I have one with a large comb and bright waddles. One with medium comb and waddles. And one pale and small waddles. Are they maturing in stages or do i have a Roo? Sorry about Pic quality but best cell camera could do. None of them have crowed yet. But my Big Buff Orphington sure has.

Botton Pic is one I suspect is Roo. But these are the first Leghorns I've had.

Pullet indeed. At 18 weeks it is getting a bigger comb because it is almost ready to lay eggs. . . Also, Leghorn hens have HUGE, often floppy combs.
