It looks more like a mild case of favus, a fungus. Had you seen any peck marks or injury there before? Sometimes black peck marks and injuries from fencing can change color from black to tan to white as they heal. For favus, most people use an antifungal cream such as clotrimazole or miconozole. The first one is only a dollar for a small tube at Dollar Tree. Here is a picture of another mild case of favus:
