My 5 week old white plymouth rock chick isn't acting right. She seems sleepy, fluffed up, and at times shivers. There is no runny poops. I've seen her eat and drink. So, could it be that she is too cold?

Sorry but she sounds sick. Put her in a warm area with warm water and a little food. I would post your question in the illnesses/Diseases section of the Forum.
 
Welcome to BYC. Could be the onset of coccidia. Buy Corid 9.6% liquid solution in the cattle section at your feed store. Mix 9.5ml corid per gallon of water and add it to their waterer to drink for 5-7 days. It must be their sole source of treated water to drink. Cocci is contageous in feces, that's why they all should drink it and it wont hurt them. Keep everything as clean as possible.
