White Rocks? Rooster?

I have two chicks sold to me as white rocks but one of them is developing brown spots on the wings and I also suspect it may be a rooster? They're only 4 weeks old so I don't know if it's too early to tell. It's comb and wattles are redder and larger than the other chicks.

They could be Red Sexlink cockerels. If they are just 4 weeks, they are both cockerels.
