Who is the owner of the dog?

Turns out he has drug charges from when he was a teenager.  Also, and I don't know how accurate this is, supposedly the abuse was swatting with a rolled-up newspaper and a bite on the dog that supposedly was to mimic what a mother dog does to train a young dog.  Seems weird, if it's even true. But I've heard of people doing that to children.. some people are just a little weird.

In any case it really seems like a smear campaign.  Bringing up 12 year old drug charges from his teenage years.  He's lived crime-free for over a decade.  Just lawyers grasping at straws.

This is a sad story all round. I think the dog should go back to the original owner but i think maybe the woman that has him now should be compensated for the food care etc she has given bear. I agree this would have been better had the dog been microchipped. Over here we must microchip all cats and dogs before they turn 12 weeks. I paid $25 for our puppy this year but it is a one off fee and they can not be registered unless they are microchipped. Non rego of dogs is a $200 fine or something close to that amount. We are also limited to 2 dogs per house hold.

Thats some pretty big government you got over there.
 
I am always suprised when i hear of how many dogs etc you guys can have over there. The only exceptions I know of here is if you are farmers you can have working dogs too or a breeder but you must have a breeders licence. Each council is slightly different but the 2 dog rule is australian wide as far as I know.
 
Yes it is, but keep in mind that those are probably state, city, or local laws (so big local government). You can easily find the same limits and laws dictating our cities and counties. Your right they are different depending on the states and councils.I live rural and the laws compared to the city when it comes to cats and dogs are the same in qld. I would rather have them microchipped even if i didn't have to so if they got lost I would hope it would help them get back home.
 
What bugs me about micochipping is the monthly fees..
 
Urinating on a dog doesn't sound so abusive when they will gladly run under it if you are peeing on a tree.
