Why am i getting small eggs?

Can't say but I'd be glad if mine laid an egg of any size.

IMO there is a direct corelation between the feed ingested and the size of the egg. Consider too, in cold weather some of the chickens energy goes to keeping warm thus redirected from egg production.

what kind of rooster are they with?

The funny thing is that as it has got colder they have not slowed down with the amount of eggs they are laying and the only thing I have done different is changed from 16% feed to 20% feed. The rooster I have is Polish/hoodan but I don't think he knows he is a rooster he never crows and I have never seen him try and mate with any of the hens.

Are you saying all of those eggs were laid by the same hen?

Silkies are a bantam bird and suppose to lay small eggs. The egg on the far right appears to a large egg (but nothing to reference size to) from a standard sized hen. Your silkies should not be laying anything close to a standard size egg.
