Why are my two 3.5 week old Blue CM's so different?

These two Blue Copper Marans are both 3 1/2 weeks old, from Meyers.
They started out looking basically similar, but - the little one still has fuzz all over and very slow to feather.
Are they actually the same breed? Normal variance?
Is this a normal happening with hatcheries?
Is the tiny one a Roo?

They are still a bit young to be certain, but looks like you may have a pair. The standing one looks like the comb is already reddening, which is a male indicator this young. Agree better photos will help. There is some variance in how quicky the individual bird feathers out.
Clear standing photos of each one and close up of combs will help with breed, may be a bit early for gender. 😊
