Why arn't my quail laying?

So I got some quail when they were a little over 3 weeks old, they are now 7 weeks and still no eggs. I was able to vent sex them a couple days a ago and the males clearly had a bump and a whole bunch of foam like substance. They get light but still no eggs. If the males are sexually mature shouldn't the females be laying? | In the winter we are going to put a light in each if the cages when the days are shorter but maybe should I put one in now and just turn off later at night to give them a couple more hours of light?
 
I would wait up to nine weeks. I start giving flock raiser and oyster shells around 6 weeks. They’ll lay...

Also look real close because they can hide eggs pretty well.

Ok, I have been feeding them 24% chick starter because someone suggested that and they always have crushed eggshells and oyster shells. But should I switch to a flock raiser? I'm guessing they can't eat chicken layer feed. Also, I thought they laid around 6 weeks at the latest 8 do some just lay late.

Yeah some of mine didn’t start until 9 weeks (which was last week)

I do flock raiser for my chickens and older quail because it’s easier. I just have oyster shell on the side. I hatch a lot with broodies and the incubator. My hens would eat layer and give it to the chicks so flock raiser stops that issue.

My quail up to 6 weeks get gamebird starter.
 
I feed my laying age quail the same layer as I feed my chickens and have lights on them 16 hours a day. Also, my larger quail don't really start laying until 8+ weeks.
