Why can't brooder plate be used on floor?

I imagine it’s too keep things from falling onto the brooder plate because if it’s hot enough underneath to burn down your house it’s too hot for chicks. I’ve never used one but that’s just what makes sense to me.

The one I have gets warm but never too hot. I can place my hand comfortably on the underside without any fear of burning myself. As long as you aren't doing anything crazy the fire risk is minimal. If a brooder plate gets hot enough under normal use conditions to be a fire hazard that's not a brooder plate I'd want to use to begin with

I would honestly call them and ask for clarification, because if putting it on the floor is a fire hazard for any reason, I would totally return it. What brand is it?
