The one I have gets warm but never too hot. I can place my hand comfortably on the underside without any fear of burning myself. As long as you aren't doing anything crazy the fire risk is minimal. If a brooder plate gets hot enough under normal use conditions to be a fire hazard that's not a brooder plate I'd want to use to begin withI imagine it’s too keep things from falling onto the brooder plate because if it’s hot enough underneath to burn down your house it’s too hot for chicks. I’ve never used one but that’s just what makes sense to me.
