Why can't my new chick stand up?

Hi, I hatched out a chick that can't stand up. I have heard of "crooked neck" but dont know if that is it.
What would the symptoms be? Is it genetic or a hatching issue?
I had a different chick of a different breed born with a big head and little body. I did have to cull it.
 
I had one born like that ...after 3 days, he was getting weaker, he was taking water in but not trying to eat..wanted to cuddle...he got weaker and weaker...DH put him down..his neck was cocked to one side..we could move it and straighten it...but let go and it would go back.
 
It hatched yesterday. and it can pick it's head up, and wiggle to where it wants to go (to a point) but it doesn''t get up and walk like a normal chick.
I am giving it a little sugar water with vitamins. It seems a little better, but not walking

yes, as a Medic...I was doing that...plently of fluids...with vitamins...mine also moved and scooted around the bator...wouldnt stand up...looked very weak and kind of matted, I got a wet q tip and small towel and warm water...got most off...he looked like he hadnt feathered all out, kind of bald.

I could hold him, and he would cuddle and pip, and drink..then he would cuddle and fall alseep in my hands on my chest. As days went on his breathing to slower...labored...I just couldnt see him suffer...not to mention on day 3-4 wasnt able to get up. I kept thinking of his chances with others his own age, and all his problems...but as days went on he had more difficulties...so DH said time to put him down. I couldnt do it, I cried named it Patience...the other one Fighter...and DH put down Patience, Fighter died 2 days later on his own.
 
i also have one like this hatched by my hen about 1 and half year ago, i gave him food and drink but his mother just too busy with other chicks and after caring him for 4 days, he left me forever. there are sometime thing that is completely out of our control, we can plan and do but the end is not us who can control it.
 
Yes, that is what mine is doing. Such a sweet little chick. There is something physically wrong or it would be doing better by now.
Thank you for your help. As much as I do not want to do this, I am going to cull it. To let it suffer slowly is not how I want to see my little chick die. Oh geez, now I am going to cry...
 
Im sorry Rustywo...I know its hard, I cried also, and Im a darn Medic!!! I know better, but my heart is soft when it comes to animals especially, they are helpless and cant talk to us to tell us what is wrong. I couldnt put it down, so DH did...afterwards I said, jus take care of it all...I dont want to know or see. I know it was the best thing to do, but still very hard for me.
 
I keep telling myself that I have to do this myself and get used to it, but I can't get used to it.

I still haven't done it yet. It looked just a little stronger, so I am going to wait until tonight.
