Why does my "Welsummer" chick have feathers on her feet?

I just picked up this chick yesterday. She's supposed to be a Welsummer from Mt. Healthy. I just noticed she has feathers on her feet. She also seems to have some random tufts of feathers on her body that you can kind of see in the pics. I'm wondering if this chick is not actually a Welsummer, or if she could have some sort of condition with her feathers. What do you think?

I'm sure that's a possibility, but then I wonder what it could be.

That is a Welsummer, the feathered legs is just from being hatchery quality, I had a Welsummer chick last year who had some feathered legs.

Welsummers occasionally have feather stubs. I had a few that had them nearly twenty years ago when they were just getting popular.
