Why does one of my silkie chicks not have the little tuft on its head?

Hi, so I hatched silkies and one of them doesn’t have the little tuft on it’s head! I was wondering if anyone knew why it doesn’t have one?

I’ve had several silkies and even now when there full grown hens they look different- One of them has a fluffy body while the other is slimmer and isn’t as fluffy. Maybe this chick just hasn’t developed it yet? All chicks develop at their own speed. I hope this helped
